Waitomo Caves Access and Mobility
Access at Waitomo is decided by the cave, not by the operator. The show cave has stairs and a boat. Ruakuri has a spiral ramp and no boat. The short answer, cave by cave
The Waitomo Glowworm Cave is not wheelchair accessible, and it is not suitable for anyone who has difficulty navigating stairs. There are stairs on the way in, stairs down to the jetty, and the boat is boarded from the water's edge.
Ruakuri Cave was built differently. It is entered through a man-made spiral ramp rather than a stairway, which is why it is the cave to ask about if stairs are the problem. It has no boat, and it runs 90 minutes on foot.

One listing contradicts itself
The Waitomo and Te Puia small-group tour flags both “Wheelchair accessible” and “not recommended for those with walking disabilities or using a wheelchair” on the same listing. Stairs, and how many
No operator publishes a step count for the show cave, and this site is not going to invent one. What the listings do say is consistent: stairs on the route, uneven surfaces, and a recommendation against the tour for anyone with severe mobility difficulties. Four separate operators use almost the same wording.
The practical read is that the show cave is a walk of about 35 minutes on made paths with steps, finished by stepping down into a boat. If that is manageable, the cave is manageable.
Pushchairs and infant seats
Most tours here carry infant seats, and one charges extra for them and asks for 24 hours' notice. Several are flagged pushchair friendly, which refers to the vehicle rather than the cave — the show cave has stairs, and a pushchair is not going down them.
Minimum ages
One small-group day trip sets a minimum age of five and states that it is not suitable for infants. Another notes that it is not recommended for children under two because of the length of time in the vehicle. Everywhere else children are welcome and must be accompanied.
The grotto carries every sound. The last stretch is done in silence with the lamp off, and one traveller reported a crying infant audible through the whole chamber. It is worth thinking about with a baby who is having a difficult day.
